Overview

Officers are one of the most important aspects of the game. As you progress the ships you fly will change and become obsolete but the officers you can take with you from ship to ship. Focusing your XP, Faction Credits and Badges on the right ones will make a big impact on what you can do. 

Common

Must Haves:

Cadet Scotty:
Cadet Scotty increases the max warp range of a ship by 5 this is as useful early in the game as it is one you reach deep space. Having Cadet Scotty at max is one of the best investments you can make in the game. 

T’laan:
T’Laan’s reduction of kinetic damage verses hostiles is critical for hostile hunting like swarm. Maximizing her level will increase the number and level of the kinetic based hostiles your able to kill. 

Strongly Recommend:

Cadet Uhura:
As part of the Basic officer crew Cadet Uhura is used heavily from day one all the way through upper levels. The main bonus is provided by her captain ability and the synergy bonus with the next officer below. Maximizing her increases the shield health and helps maximize the ship stats.

One of the following:

The biggest bonus these guys provide is the synergy with Cadet Uhura taking the damage reduction from 10% up to 15% but their officer abilities are decenet and since you will be using this crew for a long time its best to maximize them. 

Uncommon

Must Haves:

Chen:
Get used to Chen's face because you will be using her for a long time. The reduction of energy damage verses hostiles is critical for hostile hunting for the majority of hostiles. Maximizing her level will increase the number and level of the energy based hostiles your able to kill. 

Klaa:
Klaa’s speed bonus to interceptors is a very strong ability especially in war time allowing you to hit and run taking out opponents while escaping to allow your shields to regenerate for the next hit. 

Zhou:
Zhou is an amazing officer once you get his ability to 160% (Level 20) and above as he drastically increases the amount of damage you mitigate as part of battle. A Kirk, Spock and Zhou setup can really punch above its weight class. 

Situational Must Have:

D'Jaoki:
D'Jaoki's description text is bugged and he does not decrease the mitigation of opponents, instead he increases your mitigation much like Zhou. While Burning is not as versatile as Moral if you are running on something like an Augur it this officer is a must max.   

Strongly Recommend:

Yan'agh:
Yan'agh is a situational officer but his bonus to damage vs Romulan ships scales drastically once he gets into the higher levels capping at 500% of the crew's health, if you can pick your target this officer can allow you to deal massive damage to them. 

L'Nar:
Same as Yan'agh L'Nar allows you to dish our massive damage to Klingon ships and scales the same as the other officers if your fighting a klingon ship this officer can turn the tide in your favor. 

Rare

Must Haves:

Spock:
By far the #1 officer to max out, the morale crew with Spock and Kirk is one of the most powerful crews in the game on ANY ship having his ability at 750% allows your shields to keep absorbing 80% of that damage for a long time. 

Decius:
Decius is one of the officers that is critical in longer fights every time the ship gets hit he increases the damage by 6-10% based on level. This can be critical in fights like armadas where a Kirk captain, Spock and Decius officer crew provides survivability as well as greatly increased damage over the length of the fight. 

Bones:
Bones barely makes this class so consider him borderline. The reason he is here is the utility he provides with Kirk and Spock until you can get a great Zhou a Bones, Kirk, Spock setup is a PvP catchall and a good one at that.  

Situational Must Have:

Kumak:
Like D'Jaoki, Kumak is a critical part of the burning crew but only essential if your running it. At max level "Watch the world burn" is 100% to the mitigation of the ship and his captain ability is the best of Nero's crew. If you are running something like an Augur it this officer is a must max.   

Mara:
Not only does Mara have a great balance of Attack and Health her ability is a true Anti-Interceptor buff when paired with Gorkon and to a lesser extent Kang. At max level its a 40% reduction in dodge per round making interceptors sitting ducks. The key is having a hull breach active.     

Kerla:
As hull breach and Gorkon live and die by the critical having Kerla at max increases the damage done by these hull breaches. At 50% increase stacked with the 80% bonus of hull breach massive criticals are possible.   

Strongly Recommend:

Uhura:
Of the officers for the Enterprise crew Uhura has the best attack stats. Additionally the accuracy bonus is good when fighting interceptors but she does not provide the utility that Bones and Spock do.  

Moreau:
As part of the advanced hostile crew Moreau is a very strong officer all around due to the blanket penetration reduction. When possible promotion of this officer is advised. 

Value to Level:

Yuki:
Don't get me wrong Yuki is an amazing officer but her value is in the captain's ability. Her ability Romulan Grudge is situational but also stacks very well, leveling her to 20 is a must in my book. Level 30? If you have the XP and credits laying around.  

Mirek:
Mirk is in the same boat as Yuki in terms with officer ability it becomes powerful at higher levels but also very situational and should only be done if spare badges, xp and credits are around. 

Krell:
Krell is in the same boat as Kirek in terms with officer ability it becomes powerful at higher levels but also very situational and should only be done if spare badges, xp and credits are around. 

Joachim:
Joachim is a great complement to Khan in the base raiding crew. The issue with him will be the independent credits so getting him to lvl 20 might be the best bang for the buck.

Stonn:
A different complement to base raiding is Stonn, once you have cracked that base open you need to scoop all those minerals. Stonn increases cargo space and can make the amount you take per scoop significantly bigger. Focus on level 20 for a nice 30% focus in cargo size.  

T'Pring:
Most servers have rules around mining and fair play... Enter T'Pring she provides massive amounts of protected cargo getting her to lvl 20 should be a priority above that is up to the player. 

Epic

All epic officers are good for at least one thing... Their Stats. So if you get the shards you should level them if you get the chance... That being said once you get those officer transporter tokens where should you spend them?

Best Focus:

Kirk:

Gorkon:
Gorkon's ability to create a hull breach makes him one of the go to options when creating hard hitting crews. In longer fights partnering him with the next officer in the list is a match made in heaven. 

Khan:
Khan is an incredibly useful officer not only is he the key officer in the base cracking crew but his ability to increase critical hit chances cumulatively makes him very strong in longer fights. 

Situational Focus:

Nero:
The Augur was built for one officer... this guy. If you want to run a burning crew he is the best at it. If you are running an Augur it this officer is a must max.   

Good General Use:

Carol:
Carol is a versatile officer and provides value to many different crew combinations and situations. Her Captain ability is great for defense at both your base as well as in space. Her Officer Ability damage bonus is useful in many different situations.   

Marcus:
Marcus is an officer that can also consistently trigger Morale, he can be very good when you want to have 2 Morale crews running at the same time. The one drawback to this is that you need to get the hull health of the opponent down 20% before it triggers meaning all other officers that depend on Morale will not activate until this happens. 

Necessity to Unlock :

Pike:
All of Pike's value is in his captain ability and it's a very good one at that. Once you unlock him increasing his level is only good for the stats. That being said he is a critical officer to have. 

Why am I an Epic? :

Mitchell:
Mitchell really does not add much, so don't focus on him he is a stat officer if that.  His officer ability only activates for the round the crit occurs so the return is very low.  

I should be better then I am :

Kang:
The Kang Mara combination was highly anticipated as the end all be all interceptor killers but there is an issue. Kang’s Hull Breach only triggers Mara one time in round 2 this makes the debuff she provides sub optimal and Kang has no method of triggering a hull breach again during the fight making all other officers that use it useless. 

Conclusion

There are several other officers not listed here that have places and will be used at some point in the game. As you progress in the game officer XP, Faction credits and Badges are going to limit the ability to level your officers. Focusing on this set will provide you the most versatile officer crews to counter what ever is thrown at you.
